RIGHT-OF-WAY SUPERVISOR/LEAD

Position Overview

The Right-of-Way Supervisor / Lead is an experienced professional responsible for overseeing a team of field agents and ensuring the successful execution of land acquisition and right-of-way activities. Reporting to the Project Manager, this role bridges field operations and project management by providing guidance, quality assurance, and real-time reporting. The Lead ensures all team deliverables are completed efficiently, accurately, and in compliance with client expectations, company standards, and applicable regulations.

Key Responsibilities

  • Supervise and direct the daily activities of Right-of-Way Agents assigned to the project, ensuring timely and high-quality completion of all assigned tasks.
  • Serve as the primary point of contact between field agents and the Project Manager, communicating progress updates, challenges, and solutions.
  • Ensure agents have the tools, documentation, and information necessary to perform their work efficiently and effectively.
  • Conduct research, negotiations, and acquisitions of short- and long-term land use rights, leases, and easements to support construction and infrastructure projects.
  • Identify and confirm surface ownership, land interests, and permit requirements; obtain and document all necessary approvals.
  • Oversee title, deed, zoning, and mortgage-related matters, ensuring that all transactions and documents are handled properly and in accordance with project requirements.
  • Prepare and review resolutions, agreements, and other legal documents associated with right-of-way and land acquisition.
  • Develop detailed daily and weekly activity reports, summarizing agent performance, landowner negotiations, and status updates for management review.
  • Conduct internal and external due diligence to validate the completeness and accuracy of land rights documentation and identify deficiencies requiring correction.
  • Serve as a liaison between landowners, tenants, and project teams, addressing easement rights, access issues, and damage claims professionally and efficiently.
  • Review third-party plans, easement records, and permits to identify potential conflicts with project objectives.
  • Ensure adherence to all company and client policies, procedures, and project management systems.
  • Provide mentorship and training to agents, promoting consistency, professionalism, and adherence to company standards.
  • Perform other related duties as assigned to support project and company goals.

Qualifications & Skills

  • Minimum of four (4) years of experience in right-of-way acquisition, land services, or related disciplines.
  • Proven ability to manage and supervise field personnel, monitor performance, and coordinate deliverables with project management.
  • In-depth knowledge of right-of-way laws, acquisition procedures, and regulatory compliance.
  • Skilled in interpreting alignment sheets, plats, survey drawings, property valuations, and legal descriptions.
  • Strong understanding of contracts, leases, easements, and related agreements involving fee simple, temporary workspace, and franchise rights.
  • Familiarity with environmental considerations, permitting processes, and property valuation within jurisdictional boundaries.
  • Experience preparing and reviewing acquisition and relocation documentation, notices, and reports.
  • Excellent communication, negotiation, and interpersonal skills, with the ability to build and maintain relationships with landowners, clients, and stakeholders.
  • Highly organized with strong analytical, planning, and time-management abilities.
  • Capable of working independently while fostering a collaborative and supportive team environment.
  • Demonstrated sound judgment, confidentiality, and professional integrity in decision-making.
  • Reliable attendance and flexibility to adjust work hours or perform overtime as project timelines require.
  • Commitment to compliance with all company policies, client standards, and applicable laws and regulations.

Work Environment & Physical Requirements

  • Position involves a combination of field and office work, with travel to project sites as needed.
  • Regular activities include sitting, typing, handling documents, and verbal communication.
  • Occasional standing, walking, bending, kneeling, or lifting up to 25 pounds may be required.
  • Must possess visual acuity sufficient for reading maps, plats, and other detailed documentation, including color and distance vision.
