DOCUMENT SPECIALIST- DOT (DEPARTMENT OF TRANSPORTATION)
Position Overview
Location: Texas
The Document Specialist (TxDOT) supports transportation infrastructure projects delivered for the Texas Department of Transportation (TxDOT) by managing right-of-way documentation, verifying data integrity, and ensuring strict compliance with TxDOT ROW Manual requirements, Uniform Act standards, and contract specifications.
This role is critical to maintaining organized, accurate, and audit-ready ROW records and works closely with Acquisition Agents, Project Managers, GIS teams, and TxDOT staff.
What You’ll Do
- Report directly to the Documents Supervisor or designated TxDOT Project Lead
- Manage and prioritize multiple document requests in alignment with TxDOT project schedules
- Review and analyze title documents, title opinions, ROW plans, parcel files, and ownership reports for accuracy and TxDOT compliance
- Enter, update, and maintain ownership, parcel, and easement data in TxDOT or client-specific databases
- Review and interpret right-of-way documents to ensure proper tracking and recordkeeping
- Prepare TxDOT-approved acquisition documents, options, easements, and supporting instruments using required templates and statutory language
- Scan, upload, and organize documentation within document management systems with strict attention to data accuracy
- Draft TxDOT landowner correspondence including offer letters, survey notifications, permissions, and environmental notices
- Perform QA/QC reviews of documents prepared by other team members prior to submission
- Assemble and process acquisition packages, funding requests, and final document transfers
- Maintain complete, organized, and up-to-date parcel files suitable for TxDOT review and audit
- Verify payment calculations and ensure alignment with approved TxDOT offers and compensation determinations
- Generate and submit reports requested by Project Managers or TxDOT representatives
- Coordinate with GIS teams to verify parcel status, mapping updates, and ROW exhibits using KMZ, CAD, and line-list tools
- Submit documents for recording to county clerks or recorder’s offices per TxDOT requirements
- Ensure secure handling and confidentiality of all original documents and project data
- Support special projects and other departments as needed
- Perform additional duties in support of TxDOT project objectives

Qualifications & Skills
- Strong understanding of TxDOT right-of-way documentation and title processes
- Must have the ability to pull vesting title.
- Experience supporting TxDOT or Texas transportation infrastructure projects
- Exceptional attention to detail and organizational accuracy
- Proficiency in Microsoft Word and Excel
- Experience with TxDOT or ROW document management systems; adaptable to new platforms
- Strong written and verbal communication skills
- Ability to perform QA/QC reviews with consistency and precision
- Dependable attendance and flexibility to meet project demands
Preferred
- Active Texas OR Oklahoma Real Estate License
- IRWA certifications- SR/WA, R/W-NAC, R/W-URAC
- Notary (preferred, not required)
Work Environment & Physical Requirements
- Hybrid role supporting TxDOT field operations, with occasional courthouse or agency visits
- Regular duties include sitting, data entry, document handling, and phone/email communication
- Occasional standing, walking, bending, or lifting items up to 25 pounds
- Visual acuity sufficient to review TxDOT ROW plans, maps, plats, and detailed documentation
Additional Requirements
Must provide a minimum of three (3) professional references, preferably TxDOT supervisors and/or Project Managers
