DOCUMENT SPECIALIST-(UTILITY DISTRIBUTION | TRANSMISSION)

Location: Louisiana, Arkansas, Oklahoma and Texas

Position Overview

The Document Specialist (Agent) supports (UTILITY DISTRIBUTION | TRANSMISSION) projects located in Louisiana, Arkansas, Oklahoma and Texas by managing right-of-way documentation, verifying field data, and ensuring compliance with utility, regulatory, and client requirements.

The Document Specialist works closely with Acquisition Agents, Project Managers, GIS teams, and utility clients to ensure project records are accurate, current, and defensible throughout the lifecycle of the project.


What You’ll Do

  • Report directly to the Documents Supervisor or assigned Project Manager for scope, priorities, and daily direction
  • Support active utility distribution and transmission projects in Louisiana, Arkansas, Oklahoma and Texas by managing project documentation and data
  • Review and analyze title documents, ownership reports, title opinions, and curative materials to confirm accuracy and completeness
  • Enter, update, and maintain ownership, parcel, and easement data in utility or client-specific database systems
  • Review and interpret transmission right-of-way documents to ensure proper tracking and recordkeeping
  • Prepare transmission-specific documentation including permanent easements, temporary workspace agreements, access agreements, and supporting exhibits using approved templates and client language
  • Scan, upload, and organize received documentation while maintaining strict data-entry accuracy
  • Draft landowner correspondence such as introductory letters, survey notices, access permissions, and environmental notifications
  • Perform QA/QC reviews of documents prepared by other agents to ensure consistency and compliance
  • Assemble and process easement and option packages, funding requests, and final document transfers under supervision
  • Maintain organized and up-to-date title, easement, and parcel files (digital and physical)
  • Verify compensation and payment calculations in accordance with approved transmission offers
  • Generate and submit project reports as requested by Project Management
  • Coordinate with GIS teams to verify tract status, alignment changes, and mapping accuracy using KMZ, CAD, and line-list tools
  • Submit completed documents for recording with Louisiana, Arkansas, Oklahoma and Texas county clerks, as required by the project
  • Ensure secure handling and confidentiality of all original documents and sensitive project data
  • Perform additional duties as assigned to support successful transmission project execution

  • Can manage multiple tracts and priorities without sacrificing accuracy
  • Communicates clearly with acquisition agents, project managers, and utility clients
  • Works independently while remaining accountable to project schedules
  • Adapts quickly to client systems and project-specific requirements
  • Maintains professionalism, reliability, and confidentiality at all times

Qualifications & Skills

  • Experience supporting electric transmission right-of-way projects in Louisiana, Arkansas, Oklahoma and Texas
  • Strong understanding of transmission documentation, title coordination, and easement processes
  • Must have the ability to pull vesting title.
  • Knowledge of permanent easements, temporary workspaces, access agreements, and damage documentation
  • Exceptional attention to detail, organization, and analytical accuracy
  • Proficiency in Microsoft Word and Excel
  • Experience with utility or project-specific ROW databases and document management systems
  • Strong written and verbal communication skills
  • Ability to perform QA/QC reviews of other agents’ work with consistency
  • Dependable attendance and flexibility to meet project timelines

Work Environment & Physical Requirements

  • Field-based or hybrid role supporting active transmission projects in Louisiana, Arkansas, Oklahoma and Texas
  • Regular activities include data entry, document handling, phone/email communication, and coordination with field teams
  • Occasional standing, walking, bending, or lifting items up to 25 pounds
  • Visual acuity sufficient to review transmission ROW plans, plats, maps, and detailed documentation

Additional Requirements

  • Must provide a minimum of three (3) professional references, preferably supervisors or Project Managers from electric transmission projects
  • Must be available to support projects located in Louisiana, Arkansas, Oklahoma and Texas, as assigned
