Casey Ballenger

Director of Projects

Casey Ballenger has spent more than two decades acquiring right-of-way, and there’s almost no kind of energy asset he hasn’t cleared a path for. Pipeline, shale, Permian crude, wind, electric distribution, and now Repower. That range is the tell. He didn’t learn one corner of this business and settle in. He learned to see the right-of-way underneath all of it, the common logic of getting from a landowner’s kitchen table to a finished project, no matter what’s sitting on top of the ground.

He came up at Koch Pipeline in South Louisiana, where he found the work he’d build a career on and learned pipeline operations from the base up. From there he led the Right-of-Way Department for EOG Resources’ Barnett Shale Division, running a team of fifty and steering major acquisition programs. He managed Permian Basin right-of-way for MPLX in West Texas, wind farm development for Apex Clean Energy in South Texas, and spent over twelve years with Oncor Electric Delivery negotiating easements for distribution power lines across the state. Most recently he served as Lead for RWE Clean Energy’s South Texas Repower initiatives, directing complex Repower execution and the stakeholder coordination that comes with it.

Twisted first worked with Casey through a joint venture in 2023, and he came on full time in 2025. Leading several large-scale projects, he stepped into the Director of Projects seat. Casey owns execution and team performance across multiple regions. His deep utility and acquisitions background has also helped push Twisted’s growth further into the utility and midstream sectors.

The work is in his blood. Casey grew up in it, raised at the kitchen table in his family’s firm, Ballenger and Associates. When his mother passed, he stepped out and started his own firm, a small shop that still won a seat at the table with the industry’s major operators. He knows what it takes to build something and run it, and that’s the mind he brings to every project that crosses his desk.
