RIGHT-OF-WAY ACQUISTION AGENT- DOT ( DEPARTMENT OF TRANSPORTATION)

Position Overview

Location: Texas

The Right-of-Way Acquisition Agent (TxDOT) supports transportation infrastructure projects delivered for the Texas Department of Transportation (TxDOT) and other public agencies. This role is responsible for acquiring property rights necessary for roadway, bridge, and transportation improvements in accordance with the TxDOT Right of Way Manual, Uniform Relocation Assistance and Real Property Acquisition Policies Act (Uniform Act), and applicable state and federal regulations.

The ideal candidate has direct TxDOT experience, understands public-sector acquisition requirements, and produces defensible work products suitable for review, approval, and audit.


What You’ll Do

  • Research, negotiate, and acquire property interests—including fee simple acquisitions, permanent easements, temporary easements, and access rights—in accordance with TxDOT standards
  • Identify ownership interests and document surface and subsurface estates using courthouse records, TxDOT ROW maps, and public data sources
  • Conduct negotiations with property owners and tenants in compliance with Uniform Act and TxDOT acquisition procedures
  • Coordinate land-related legal matters including deed preparation, title transfers, releases, and required TxDOT documentation
  • Prepare and review TxDOT-required acquisition instruments, resolutions, offers, and supporting documentation
  • Maintain detailed daily activity logs, negotiation summaries, and damage settlement documentation per TxDOT requirements
  • Perform due diligence reviews to verify title accuracy and identify curative needs prior to acquisition
  • Serve as a liaison between property owners, tenants, TxDOT representatives, and project stakeholders
  • Review ROW plans, plats, parcel exhibits, and existing easements to identify conflicts or encumbrances
  • Ensure all acquisition activities comply with TxDOT ROW Manual procedures and contract requirements
  • Maintain consistent communication with Project Management to support parcel clearance schedules and milestones
  • Perform additional duties as assigned to support successful TxDOT project delivery

  • Conducts professional, compliant landowner negotiations
  • Produces accurate, defensible, and audit-ready documentation
  • Manages multiple parcels and priorities under strict deadlines
  • Communicates clearly with TxDOT staff, property owners, and project teams
  • Maintains confidentiality, professionalism, and ethical standards at all times

Qualifications & Skills

  • 5–7+ years of Right-of-Way acquisition experience, with TxDOT or Texas transportation projects
  • Strong working knowledge of TxDOT acquisition policies and Uniform Act requirements
  • Experience interpreting TxDOT ROW plans, parcel maps, plats, and legal descriptions
  • Proven experience negotiating fee simple acquisitions and easements
  • Familiarity with TxDOT reporting, documentation, and parcel tracking requirements
  • Strong organizational, analytical, and time-management skills
  • Excellent written and verbal communication skills
  • Ability to work independently while coordinating with multi-disciplinary teams

Required Certifications & Credentials

  • Active Texas OR Oklaoma Real Estate License
  • IRWA certifications- SR/WA, R/W-NAC, R/W-URAC
  • Notary (preferred, not required)
